Starting from January 1, 2026, new rates of customs duties will begin to apply in Russia. The government has approved inflation-adjusted indexation. The maximum import fee will increase significantly to 73,860 rubles.

From the beginning of 2026, the rates of customs duties for the execution of operations for the release of goods will be indexed in Russia. This decision is fixed by the decree of the Government of the Russian Federation dated October 23, 2025 No. 1638. The new procedure has been officially published and will take effect on January 1.

One of the key changes is an increase in the maximum rate for imported products. Previously, the upper limit was 30,000 rubles and has not been revised since 2004, but now it will increase to 73,860 rubles. At the same time, the threshold for the cost of goods for which this maximum applies has also been revised: it will increase from 7 to 10 million rubles.

The Ministry of Industry and Trade noted that the indexation is carried out taking into account accumulated inflation. At the same time, if indexing for certain categories has already been carried out, the new rates will increase only for the remaining difference.

The innovations will also affect radio-electronic products. Previously, it was subject to the maximum rate regardless of the volume of supplies, now this rate will also amount to 73,860 rubles.

Additionally, fees for goods whose customs value is not declared or determined have been revised. For some categories designated in a special list, a fixed fee is introduced — the same 73,860 rubles.

It is important to note that the changes will not affect export products, as well as goods imported for personal use by individuals. The rates for air and water transport will remain unchanged.

Thus, businesses should prepare in advance for the changes that will take effect, especially in the case of the import of large quantities of goods. The new rules may affect the calculation of costs in international trade.
