President Vladimir Putin has stated the need for full legalization of economic activity in Russia, stressing that any form of shadow trade in the country is unacceptable. His words became the starting point for a new discussion of measures to increase business transparency, improve tax control and eliminate avoidance schemes. The issue of whitewashing the economy comes to the fore in the context of the strengthening of the domestic market and the structural restructuring of trade.

President Vladimir Putin outlined the need for an accelerated "whitewashing" of the Russian economy, stressing that further development of the country is impossible without restoring order in the sphere of financial and commercial transactions. At a meeting with representatives of business and government, the head of state emphasized that the economy should function exclusively in a legal field.

According to the president, the key task of the state at the current stage is to eliminate shadow practices that still persist in certain sectors and create systemic risks for the budget, investment climate and competition. Putin stressed: "It is necessary that nothing goes into the shadows, so that everything works legally." This phrase has become the central thesis of the discussion of issues of control and transparency of economic processes.

With the growth of revenues from non-oil and gas industries and the activation of the domestic market, the need for increased transparency is becoming critically important. The scale of shadow turnover reduces the efficiency of tax administration, leads to a shortage of budget funds and creates advantages for unscrupulous market players.

Putin noted that the government should step up control tools, including digital traceability mechanisms, strengthening interagency cooperation and updating the regulatory framework. According to experts, the president's statement is directly related to the ongoing efforts to reform the tax administration, the launch of the Goods Waiting Confirmation System (SPOT) and the implementation of policies aimed at combating gray imports.

Special attention was paid to strengthening trust between the state and entrepreneurs. The introduction of new control mechanisms should be accompanied by simplification of law-abiding activities of companies and reduction of administrative pressure. According to the President, only a combination of transparency and predictable rules will ensure stable economic growth and the fulfillment of strategic objectives.

Additional proposals are expected to be prepared in the coming months to enhance financial transparency and reduce the share of the shadow sector. Putin's statement actually sets the political framework for a new stage of reforms aimed at legalizing all types of economic activity.
