Ozon has started to transfer PVZ for free: new owners without payment and a deposit of 30,000 rubles
The marketplace has launched the practice of transferring order pick-up points to new owners for free in cases where the current partner has decided to close the point, but the location is important and promising. The logic is clear: closing the PVZ in the "right" place affects delivery time, conversion and customer satisfaction — and therefore, the economy of the entire "last mile".
Key Terms (and why it's important)
The appeal to the partners states that the transfer is absolutely free, and the new owners do not need to pay for the PVZ and make a security payment (the letter contains an amount of 30,000 rubles with the date of introduction on December 15, 2025). The format and tariff of the point remain, and they promise to close claims for past violations without transferring responsibility to the new owner — this is critical, because the main fear of the buyer of a ready-made business in the PVZ segment is precisely related to "inherited" fines and controversial inspections.
"...in some cases, it may just need to be refreshed."
"If you have a surcharge for the PVZ network, it will, of course, apply to the new item. If the item has already received support, it will not be provided again."
How will the transfer take place?
The mechanics are similar to the "exchange" of ready-made points: an entrepreneur selects a PVZ from a list, fills out a form, and then receives the contacts of the current owner, and the legal entity is re-registered according to the standard procedure. At the start, there were only four addresses on the list (two locations in Moscow, one each in Yekaterinburg and Velikiye Luki), but the precedent itself is more important: if the model shows an effect, the list may expand as partners exit the business.
"The transfer process will save the previous owner from the difficult process of closing the business. At the same time, for new potential owners, the transfer of PVZ is free, you do not need to pay for the item or make a security payment. And if the new owner has a surcharge for the PVZ network, then it will apply to the new point," the company added.
Why should the marketplace “distribute” PVZ
- Network stabilization. The PVZ market in Russia is growing very fast, and competition for successful locations is intensifying. When the point is closed, the marketplace loses coverage density and is forced to "get" delivery by courier/highway more expensive, or lose to the client on time.
- Protection of the quality of service. "Promising" locations are usually areas with a high order flow. Saving a point helps to maintain SLA and reduce the cost of refunds/redirects.
- A signal to entrepreneurs. The free transfer, with repairs and without collateral, reduces the entry threshold, but does not eliminate management risks: rent, staff, schedule, cash discipline, branding and operational quality requirements.
What to look at for those who want to take the PVZ “for zero”
- Check the lease agreement (term, indexation, right of assignment).
- Evaluate the actual traffic (not only the “average reward", but also the peaks/drawdowns).
- Specify what obligations remain on the side of the previous owner before the transfer (inventory, possible penalties).
- Consider economics: the marginality of PVZ is about spending discipline, not about a “magic location".
The Context for Foreign Economic Activity and International Trade (BRICS-Angle)
The growth of e-commerce and crossborder makes the "last mile" a strategic infrastructure: the denser the delivery network, the easier it is to scale import flows (including shipments from Asia) without timing failures and without overloading courier shoulders. The free transfer of points is not about charity, but about maintaining the capacity of the sales channel, which is tied to logistics, customs processing and predictable delivery to the end customer.
