The CCI of the Russian Federation has extended the free issuance of certificates of origin of the ST-1 form for Russian customs authorities: the preferential procedure will be valid until December 31, 2027. The measure concerns certificates issued under Government resolutions No. 311 and No. 312, and reduces business costs for mandatory document management during customs clearance.

Verification: the information is confirmed by regulations. The Order of the CCI of the Russian Federation dated 12/26/2025 No. 84 extends the period for the gratuitous issuance of certificates of origin of the ST-1 form for Russian customs authorities until 12/31/2027 (previously the period was limited to 12/31/2025).

The Russian Chamber of Commerce and Industry has extended the preferential regime for issuing certificates of origin of the ST-1 form for customs purposes.: From January 1, 2026, and up to and including December 31, 2027, such certificates will be issued without charge in cases related to the implementation of special rules introduced by Russian Government Resolutions No. 311 and No. 312 dated 03/09/2022.

The key point for business is not about "all CT—1 certificates in general," but about a strictly defined category of documents: CT-1 certificates, intended to be submitted to the Russian customs authorities as part of a mechanism that was launched in 2022 amid retaliatory economic measures. It was these regulations that created special conditions for individual operations and required stricter confirmation of origin, where CT-1 became one of the basic evidentiary documents.

From the point of view of foreign economic activity practice, the extension of the "zero rate" for the service solves two tasks at once:

  1. Reduction of direct document management costs. For companies where the CT-1 is mass-produced (batches, regular deliveries, complex chains), the registration fee turned into a tangible permanent expense item.
  2. Reducing transaction risks and speeding up the customs circuit. When the cost of registration is removed, participants in foreign economic activity are less tempted to look for workarounds and "save" on supporting documents. This increases the predictability of the control process and reduces the likelihood of delays due to incomplete confirmation packages.

It is also important that Order No. 84 does not invent a new measure "from scratch", but extends the existing procedure, adjusting the period of its application until the end of 2027. This gives companies a clear planning horizon: it is possible to include in the budgets of 2026-2027 the absence of expenses for processing the necessary ST-1s specifically for customs purposes according to resolutions No. 311/312.

What should foreign trade participants pay attention to?:

  • The free regime applies to a specific application case (Customs authorities of the Russian Federation + 311/312), and not to any situations where CT-1 may be required.;
  • the correctness of the basis (which regime is applied to the delivery) and the correct binding of the document to customs purposes remain critical: saving time on checking the package of documents can result in downtime and requests from customs.

In general, the decision looks like a targeted, but very tangible measure to support those companies that adapt supply chains and are forced to "prove origin" in the stricter regulatory circuit of 2026.
