The ports of the Far East retain their leadership in terms of cargo transshipment costs. Why this particular region remains the most expensive for exporters is discussed in the article.

According to the Center for Strategic Research, referring to Rosstat statistics for July 2025, transshipment of export cargo in the ports of the Far East remains the most expensive in the country. Despite a slight decrease compared to last year, the cost of transshipment of 1 ton of coal here was $21 versus $23 a year earlier.

For comparison, in the ports of the North-Western Basin, they pay about $5 per ton for a similar service, and in the waters of the Azov-Black Sea basin — $16. Thus, even with a slight reduction in price, the Far Eastern terminals retain the status of the most expensive in Russia.

High costs are recorded not only for coal, but also for other key categories of cargo. Thus, transshipment of 1 ton of ferrous metals in the ports of the Far East will cost $ 19, while in the ACB — $16, and in the Northwest - $10. Oil cargoes in this region are loaded for $13 per ton, while in the South — for only $4, and in the northwestern part of the country - for $12. Fertilizers are another sensitive item: $20 in the Far East versus $4 and $18 in the other two basins, respectively.

Experts attribute such high prices to the remoteness of the region, limited infrastructure capacity, as well as high demand from Asian markets. In addition, logistical and operational costs in the region are traditionally higher due to climatic and geographical features.

In the context of competition between Russian ports for export volumes, such differences in tariffs can affect the logistics decisions of shippers and redistribute cargo flows in favor of more accessible destinations.
