Russian President Vladimir Putin has signed a federal law expanding the powers of Rosfinmonitoring in the field of financial transactions control. The document provides for providing the agency with access to data from the Mir national payment system, the Bank of Russia's Fast Payment System, as well as information on transactions using a single universal QR code. The law comes into force on September 1, 2026.
The adopted amendments are aimed at improving the effectiveness of the national system for countering money laundering and the financing of illegal activities. The interaction of Rosfinmonitoring with JSC National Payment Card System (NSPK), which is a key operator of the internal payments infrastructure, is legally fixed.
According to the document, Rosfinmonitoring will have the right to request and receive information from the NSPK free of charge on payments and money transfers made using the Mir card, the SBP, as well as transactions conducted through a single QR code. At the same time, the NSPK will not have the right to disclose the very fact of transferring this data to a government agency.
Separately, the law stipulates that information can be transmitted through a personal account, as well as using a unified system of interdepartmental electronic interaction. The specific procedure for the exchange of information, including the timing, volume and format of the data provided, will be established by an agreement between Rosfinmonitoring and NSPK and is subject to mandatory coordination with the Bank of Russia.
The adoption of the law is synchronized with the development of the payment infrastructure. Starting in September 2026, NSPK, in addition to the functions of an operational and clearing center, will become an operator of services for providing a universal QR code payment. This will expand the reach of non-cash payments and create a single payment space, while strengthening financial monitoring capabilities.
For businesses and participants in foreign economic activity, the innovations mean increased transparency of internal settlements, including operations related to logistics, trade and settlements between legal entities. Experts note that the government relies on the prevention of financial violations through early analysis of payment flows, rather than a subsequent sanctions response.
The authorities emphasize that Rosfinmonitoring's access to data does not change the rules of payments for citizens and businesses, but significantly expands the analytical capabilities of the state in the context of digitalization of the financial system and the growth of cashless payments.
