Starting from January 1, 2026, the rates of customs duties on imports of goods will change in Russia. The updated thresholds and increased payments are aimed at bringing tariffs to the real costs of customs, increasing transparency and achieving planned budget revenues.

Since January 1, 2026, updated rates of customs duties for customs operations on the import of goods will come into force in Russia. The adjustment is carried out in accordance with inflationary parameters and the need to bring tariffs to the actual administrative costs of the customs system. The changes have already been fixed by law and affect the entire range of import operations, except for socially significant areas.

The key decision was to raise the upper threshold for the cost of a batch of goods from the previous 7 million rubles to 10 million rubles. For parties exceeding the new limit, a flat rate of 73,860 rubles is introduced, which is significantly higher than the values that were in effect earlier. Thus, the system gets a more flexible tariff range, taking into account the real cost of imported goods and the burden on the customs infrastructure.

The most significant was the update of the rates for radio electronics: fees for this category are increasing from 30,000 rubles to 73,860 rubles. Experts note that this particular segment has demonstrated significant import volumes in recent years and required more verification procedures, from conformity assessment to documentation control. The indexation of rates will help to offset the costs of customs for processing such goods.

Payments have also been revised for cases where the customs value of goods is not determined. This should improve the accuracy of administration and reduce the risks of non-declaration. At the same time, the government has kept unchanged the rates for exports, goods for personal use by citizens, as well as water and aircraft — so as not to create additional burden on socially significant categories.

According to experts from the foreign economic activity market, the new procedure will distribute the tax burden more evenly: large shipments will be taxed in proportion to the actual cost and complexity of registration, while small and medium-sized businesses will not face a significant increase in payments.

In the future, changes may affect the dynamics of imports in certain categories and encourage market participants to plan supply logistics more carefully. The customs authorities expect that updating the rates will ensure the fulfillment of budget targets and increase the transparency of calculations.
