The Russian president has temporarily simplified the import of goods from Kazakhstan and Kyrgyzstan. The new rules are valid until December 10 and are designed to facilitate the work of businesses and customs.

Starting from October 25, 2025, a temporary simplified procedure for the import of goods began to operate on the Russian-Kazakh section of the border. It allows Russian companies to import products from Kazakhstan and Kyrgyzstan without the standard documents of the Eurasian Economic Union (EAEU) and without labeling. The new regime will be in effect until December 10, and mandatory registration and labeling must be completed by December 27, 2025.

The decision was fixed by Decree of President Vladimir Putin No. 778 dated October 24, 2025 "On the specifics of customs regulation on the Russian-Kazakh section of the state border." The document is aimed at stabilizing supplies and reducing the burden on customs services in the context of increased trade turnover.

Now, legal entities can import goods by road without presenting EAEU certificates and labeling, which was previously a mandatory requirement. However, after crossing the border, companies are required to fulfill a number of conditions.

First, the cargo must be sent under customs escort to a temporary storage warehouse. Secondly, the recipient is obliged to notify the Ministry of Industry and Trade of the Russian Federation, providing information about himself, including INN and legal form. Next, the goods must be labeled and declared within the prescribed time frame.

It is important to note that the carrier must have with him a written notification from the receiving company of its readiness to perform all mandatory procedures after importation. Failure to comply with the deadlines for registration or labeling may result in fines and a ban on further import.

However, the simplified procedure does not apply to a number of product categories. Food, tobacco products, weapons, electronics, aviation equipment, medical devices, as well as narcotic and psychotropic substances are subject to restrictions. This is done to ensure the control of goods with increased safety requirements.

According to experts in the field of foreign economic activity, the new measure will make it possible to quickly replenish stocks of certain categories of non-food products and reduce business logistics costs, especially in the segment of consumer and industrial supplies.

Nevertheless, companies should take into account that after December 10, the simplified regime will expire, and from December 27, all imported goods must undergo a full customs declaration and labeling procedure in accordance with the EAEU standards.

Thus, the temporary relaxation has become a kind of "customs window" designed to speed up logistics and ensure supply flexibility against the background of overloaded checkpoints.
