The Russian customs has strengthened control over the TR CU certificates of conformity issued in Kyrgyzstan. Now, when importing goods, additional documents are required, which is associated with verifying the authenticity of foreign certification.

The Russian customs has strengthened control over certificates of compliance with the technical regulations of the Customs Union (TR CU) issued in Kyrgyzstan. Market participants note that the new measures are already affecting the work of importers: additional supporting documents for such certificates have become more frequent at Moscow airports.

According to experts, the increase is due to the fact that some companies issued certificates in Kyrgyzstan without conducting laboratory tests of product samples, which contradicts standard procedures. At the same time, certification control in the republic itself is less strict than in Russia, which made it an attractive destination for obtaining TR CU certificates.

Experts note that registration without importation of samples equally violates the requirements for both Russia and Kyrgyzstan. However, in the Russian Federation there are more stringent supervisory measures: certificates are issued only after customs clearance, delivery and testing of samples in accredited laboratories.

This procedure increases the certification period from 1-2 weeks to 1.5–2 months and increases costs by 10-400%, depending on the product category. Nevertheless, Russian certification bodies emphasize that it is strict inspections that guarantee the real safety and quality of products.

The tightening of controls became part of the fulfillment of the instruction of the President of the Russian Federation on the revision of the rules for the import of goods with foreign certificates. The new regulation is planned to be developed by January 2026 in order to eliminate the risks of unfair certification and increase confidence in the Customs Union's system.
