The Ministry of Industry and Trade has published an order that, starting from May 27, 2026, excludes several large technology brands from the list of permitted parallel imports. The list includes Acer, Asus, HP, Intel, Samsung, Toshiba and a number of other manufacturers. The restrictions apply only to certain categories: laptops, personal computers, server components, and storage devices. Other product groups of the same brands are not subject to the restriction.
The logic of the Ministry of Industry and Trade is transparent. The ministry explained that when Russian manufacturers confirm that they can replace a specific imported product in sufficient volume, this product is removed from the list of parallel imports. The reason for the exclusion is precisely the presence of a domestic equivalent or reliable supplies from friendly countries.
This decision will not have a noticeable impact on the consumer market, analyst Eldar Murtazin believes: "Only corporate suppliers like HP and Dell will disappear — the market is really closing for them. And the rest of the mentioned equipment will continue to be imported to Russia under distribution contracts with manufacturers." Asus and Acer, according to him, do not intend to part with the Russian market and will control supplies through authorized distributors.
Experts point to risks in the component segment. Chief Editor Villianov.com Sergey Vilyanov warns: "It's not just about finished products, but also about components. Without components from a number of brands — Asus, Acer — we are unlikely to be able to assemble computers and servers. This resolution is not about the fact that we are closing the market from a number of brands and planning to replace them with something. Well, the domestic industry doesn't make, for example, video cards."
Large corporate customers have been preparing for the decision in advance — since last fall, when the order was adopted. Maxim Gorshenin, a representative of the 26.20 association, confirms that large companies that critically use restricted equipment have purchased stocks for five to seven years in advance. The public sector is obliged to purchase only Russian equipment — nothing changes for it.
For those who imported these brands through parallel import without direct contracts with the manufacturer, less than three weeks remain until May 27. After this date, importation without authorization will become illegal.
