On April 28, 2026, the EEC Board adopted Decision No. 50, which comes into force on May 30 and affects all participants in foreign economic activity working with a wide range of goods — from household appliances to construction equipment.
The document amends Appendices No. 2 and No. 3 to the procedure for filling out the declaration for goods, approved by the CCC Decision No. 257 dated 05/20/2010. This is the basic document of the EAEU, according to which customs declarations are filled out in all countries of the Union.
Appendix No. 2 is a list of information that is indicated for certain categories of goods when they are placed under customs procedures for release for domestic consumption, customs warehouse, processing, temporary import and export, reimport, re-export, free customs zone and free warehouse. It includes new product lines with a detailed description of what exactly needs to be indicated in the declaration.
The list of new categories covers equipment for a wide variety of purposes. Internal combustion engines with spark ignition are equipped with both rotational and reciprocating piston movements. Road construction equipment: bulldozers, graders, scrapers, planners, mechanical shovels, loaders, single-bucket excavators, tamping machines and self-propelled road rollers. Household appliances: dishwashers, washing machines, food processors, microwave ovens. Gardening equipment: lawn mowers. Electronics: tablets. Household sewing machines.
Appendix No. 3 covers goods placed under the waiver procedure in favor of the State. It has also been updated with new positions and information. Before the item with HS code 8408 20 100 0, a text is inserted stating that the specified information is to be applied when declaring in all EAEU member states, that is, the rule becomes uniform for the entire Union.
Why it's practically important. The information requirements in the declaration are not a formality. An error or omission of mandatory specifications is the basis for delaying the release of goods or refusing to register a declaration. For importers of the listed categories, this means: it is necessary to make sure in advance that all the technical characteristics of the product are documented and ready to be included in the DT. The supplier must provide a complete technical data sheet for each item.
There is less than a month left until May 30th. Companies importing these categories of goods should check right now exactly what information is required under the new rules, and coordinate the format of documentation with foreign suppliers, especially Chinese ones, where requesting additional technical data takes time.
