The system for confirming the expectation of delivery of goods (SPOT) goes into testing from May 1 for some participants, and the launch in operating mode is announced from June 1. In parallel, the stages of industrial operation have been published since July 1. For importers, this changes the preparation of documents and the control of supplies from the EAEU, especially in the auto channel.

Russia has accelerated the schedule for the preparation of a SPOT system that records the expectation of supplies and strengthens import control from the EAEU countries. Testing for a limited number of participants starts on May 1, and deployment in the operational mode is announced from June 1. In parallel, the stages of industrial operation have been defined, which will begin on July 1 and will take place without a security payment in the first segment.

The key signal was sounded at the relevant site in the parliament.:
"Yes, the availability of information systems is high... Starting from May 1, we plan to start testing both the information system and control functions in a test mode with individual participants of foreign economic activity," Sazanov said during the State Duma Committee on Budget and Taxes.

And the second focus is on the target launch date.:
"We are striving to deploy the SPOT on an industrial scale starting from June 1 in a working format. Therefore, yes, the information systems are ready, and the test period will begin on May 1," he said.

For the participants of foreign economic activity, this is a practical story about the "digital tolerance" of supply. The system changes the usual rhythm: some of the actions are transferred to the stage before crossing the border. This increases the importance of planning — you cannot "finish" the documents on the way. An error in the batch data or in the details turns into a delay at the entrance and additional costs for transport downtime, warehousing and rescheduling the delivery schedule.

The auto channel of supplies from the EAEU is the most sensitive: it is fast, often fractional in batches and is used for regular replenishment of warehouses, including marketplaces. There, any delays are immediately reflected in the availability of goods and the speed of sales. Therefore, it is important for a business to set up processes in advance.: who submits the information and when, how the document numbers are checked, how the confirmation package is formed, who is responsible for corrections and communications with the carrier.

Another layer is financial planning. Even if payment is not required at the first stage of industrial operation, the logic of the system pushes for a more transparent accounting discipline: when the expectation of delivery is fixed in advance, the requirements for the accuracy of the cost, nomenclature and linking the batch to the contract increase. This is especially important for companies that work with long chains and multiple suppliers in a single delivery.

The market is entering a period when those who have "tested" the contour in advance benefit: EDI, master data, quality control of information and a bundle with 3PL. The test stage is an opportunity not just to "watch", but to adjust your model so that June and July do not become months of stops.
