By the end of 2026, VAT shortfalls from the sale of foreign goods on Russian marketplaces will amount to 123 billion rubles, according to the Tax Policy Center. The Ministry of Finance has already sent to the government a package of bills on new taxation rules for imported e-commerce goods. VAT rates are proposed to be introduced in stages: 7% in 2027, 14% in 2028 and 22% from 2029.
