According to the Decree of the Government of the Russian Federation No. 1238 posted on the official legal portal, the Ministry of Transport of the Russian Federation has received expanded powers. Since September 6, 2025, the agency is not only responsible for transport security issues, but also becomes responsible for regulating the entire freight forwarding industry.

This decision marks an important step towards the digitalization of logistics. Starting from March 1, 2026, the Ministry of Transport will be the official operator of the GosLog state digital transport and logistics platform. The Ministry will take care of its creation, technical support and further development. GosLog is positioned as a key tool for ensuring end-to-end control and digitalization of the entire cargo transportation chain in the country.

In addition, starting from September 1, 2026, the Ministry of Transport will be given the right to determine in which cases transport documents can be issued in paper form. This concerns a number of important documents, including:

- forwarding documents stipulated by the Federal Law "On Freight Forwarding Activities";
- waybills used in air transportation (Article 105 of the Air Code of the Russian Federation);
- railway waybills;
- transport and application forms drawn up within the framework of the Charter of motor transport and urban land electric transport.

Thus, the Ministry gains control not only over digital processes in logistics, but also over the flexibility of document management, which will speed up and simplify transportation procedures, especially for interregional and international deliveries.

The transfer of functions to the Ministry of Transport will strengthen coordination and centralize the approach to managing the transport industry. GosLog should become a key instrument in logistics reform by combining public and private services on a single digital platform.
