The Government of the Russian Federation has approved amendments to the acts to improve management and strengthen the fight against the illegal importation and trafficking of counterfeit products. The amendments relate to labeling and control rules.

The Russian government has approved amendments to existing regulations aimed at strengthening control over the illegal importation, production and trafficking of counterfeit products. Resolution No. 1373 of September 5, 2025 was signed by Prime Minister Mikhail Mishustin. The document comes into force from the date of its official publication.  

According to the approved amendments, adjustments have been made to several key resolutions at once. In particular, the powers of the Government Commission for Administrative Reform have been clarified. Now, draft regulations concerning the requirements for labeling goods by means of identification, including medicines, have been excluded from its competence. The exception will be cases when labeling is introduced for the first time in a particular industry. Issues related to the definition of liability measures for violations of these rules are also excluded.  

In addition, the changes affected the Regulations of the Government of the Russian Federation. The clauses regulating the procedure for reviewing draft regulations no longer apply to documents on product labeling and liability for its violation. Such projects will be submitted to the Cabinet of Ministers under a special procedure through the State Commission for Combating Illicit Trafficking in Industrial Products.  

The document has been supplemented by the regulations of the State Commission itself. Now she has the right to create sub-commissions to review draft regulations governing labeling and control of illicit trafficking in products. This will allow for a more rapid and in-depth study of documents related to the fight against counterfeiting.  

The adopted changes are aimed at improving the efficiency of public administration in this area. According to the Government's plan, the new measures will strengthen control over the use of identification tools, simplify the process of developing a regulatory framework and create a more coherent system to counter illegal product trafficking.  

Thus, the government is strengthening the market protection system against counterfeit goods, paying special attention to medicines and other socially significant product categories. It is expected that these measures will contribute to the formation of a transparent and secure business climate, as well as ensure equal conditions for bona fide market participants.
