The Ministry of Finance has approved new rules for registration and distribution of customs declarations
The Russian Ministry of Finance has defined new rules for the work of customs authorities regarding the registration of declarations and the distribution of electronic documents between posts. The corresponding order No. 45n was published on September 4, 2025 and will enter into force on December 1.
The key change was the introduction of an automated electronic declaration distribution system (EAIS TO). Now documents will be sent between customs posts without the participation of officials. This approach will speed up the processing process and reduce the burden on individual departments.
All posts will be able to accept declarations in paper form, with the exception of specialized and electronic declaration centers. At the same time, a new dispatch procedure has been fixed: the system automatically determines where to send the declaration based on the workload and availability of employees. Each data center now has a backup post, where documents are redirected in case of overload or technical failure.
Participants in foreign economic activity who have the status of an authorized economic operator of the second and third types have the right to choose. They can submit a declaration both to the CED at the location of the cargo and at the place of tax registration. In case of sea transportation, the document is sent to the CED of the port. The exception is for products for which special competence is provided, for example, CAT or CET.
The new order also defines the list of customs authorities authorized to register declarations for certain categories of goods: transit, passenger, express cargo, vehicles, military passes and ATA carnets for temporary importation.
The document cancels the effect of the order of the Ministry of Finance of 2019 No. 223n, regulating the use of ATA carnets, and also introduces changes to the procedure established by Order No. 51n of 2021. Thus, the customs administration system becomes more flexible, transparent and technologically advanced.
According to experts, the introduction of automated distribution of declarations will increase the efficiency of the FCS, reduce bureaucratic procedures and reduce the likelihood of delays in processing documents. The new rules also create additional guarantees for participants in foreign economic activity, ensuring predictability and an even distribution of the load between customs posts.
