The Volga Region Customs Administration explained the key changes that will take effect on December 1, 2025, as part of the order of the Ministry of Finance of the Russian Federation No. 45n dated April 8, 2025. The innovations relate to the algorithm for distributing electronic declarations for goods and will affect all participants in foreign economic activity.
The main change is related to the fact that declarations submitted by authorized economic operators of the second and third types will be distributed according to two schemes. They can either be sent to the Electronic Declaration Centers at the actual location of the cargo, or they can be sent according to the general rules of dispatching — based on the place of tax accounting. This approach allows you to increase the accuracy and flexibility in processing documents, as well as speed up the registration process.
The algorithm will now take into account the actual working conditions of the customs authorities: the workload of the CED, their working hours, as well as possible failures in the functioning of the Unified Automated Information System. This will avoid delays and make the system more stable.
An important innovation is the consolidation of reserve electronic declaration Centers. The Ural Center has been designated as such a reserve for the Volga Central Economic District. If the main post is overloaded or technical problems arise, the declarations will be automatically redirected to the backup data center.
This means a number of advantages for the participants of foreign economic activity. Firstly, document processing time is reduced by automating the process and reducing the influence of the human factor. Secondly, transparency increases: businesses will be able to track the status of their declarations in real time. Thirdly, the likelihood of errors and risks associated with cargo clearance is reduced.
Viktor Nikulin, Acting Head of the Volga Region Customs Administration, noted that the launch of the new algorithm would be an important step in the digital transformation of the Federal Customs Service and would help strengthen business confidence in the work of customs authorities. According to him, this decision will create a more predictable system and will have a positive impact on the business climate.
Thus, by the end of 2025, customs procedures in Russia will become faster and more transparent. The automated distribution of declarations will make it possible to evenly distribute the load between the centers and minimize delays, which is especially important for companies active in the field of foreign economic activity.
