Customs and International Trade

In the first reading, the State Duma approved a bill that changes the approach to administrative responsibility in the customs sphere. The document provides for the exemption of bona fide participants in foreign economic activity from fines upon voluntary correction of errors, introduces minimum liability thresholds and expands the use of warnings instead of sanctions.

The crisis of maritime transportation in the Red Sea and the Strait of Hormuz goes beyond logistics and is increasingly affecting the payment chains of foreign economic transactions. Increasing risks, lengthening routes, and strengthening banking controls are forcing businesses to rethink their usual settlement patterns and look for new financial solutions to maintain the sustainability of imports and exports.

The trade turnover between Russia and China has exceeded $200 billion for the third year in a row. Chinese Ambassador Zhang Hanhui noted the growth of cargo flows, the launch of new logistics routes and the expansion of the structure of bilateral trade.

The Russian President has signed a law extending the parallel import mechanism for 2026. The solution preserves key anti-crisis instruments for regulating foreign trade and provides businesses with predictable conditions for importing goods under sanctions.
