The State Duma extended the mechanism of temporary periodic customs declaration for new participants of foreign economic activity until January 1, 2029. Previously, the moratorium was planned to be completed in 2027. Companies that are just entering export received two extra years to work under a simplified scheme.

Temporary periodic declaration is an opportunity to submit a preliminary declaration with approximate data on the quantity and cost of goods, and to clarify the figures after the actual shipment. The mechanism is particularly in demand in the export of raw materials, where the exact volume and price are determined after the fact.

According to the current rules, this tool is not available to companies that have been engaged in foreign economic activity for less than a year and have performed less than 12 operations. It is this barrier that has been frozen since November 2024 to help businesses adapt to the restructuring of logistics chains. Initially, the moratorium was calculated until 2027, but now the State Duma has extended it until 2029.

At the same time, the same bill introduces important changes to the work with the register of authorized economic operators. Clear deadlines are being introduced for reviewing applications for changing information: 30 days for changing the name or INN, 70 days for changing information about managers and owners, 120 days for changing information about warehouses. So far, there have been no deadlines, which has created uncertainty for the business.

The law will enter into force 30 days after its official publication.

For companies that are just starting export activities or exploring new markets — to China, India, and the Middle East — this is a real reduction in the administrative burden at the start. Simplified declaration gives you time to debug processes without the risk of technical violations due to inaccurate data at the shipping stage.
