Government Decree No. 991 of 08/10/2026 introduced a moratorium on weight and size control of fuel trucks. It is forbidden to check the weight and dimensions of vehicles carrying gasoline, diesel and aviation kerosene from August 10 until the end of 2026.
The moratorium applies to federal state supervision of motor transport, urban land—based electric transport and road construction - that is, to the procedure carried out by Rostransnadzor.
Weight and size control remains one of the main sources of fines for trucking companies: excess axial load is recorded by automatic checkpoints and results in hundreds of thousands of rubles in fines. Removing the procedure for one category of cargo for four and a half months significantly changes the operational risks of fuel logistics.
The solution is integrated into a series of measures around the fuel market. Since August 1, the export of gasoline, diesel and marine fuel has been closed until January 31, 2027. On August 8, the Federal Antimonopoly Service approved a moratorium on special rules for determining the initial contract price for government purchases of motor fuel. Earlier, the Chamber of Commerce and Industry reported that disruptions in gasoline do not relate to force majeure.
The logic of the package reads as follows: the state removes administrative restrictions on the way of fuel to the consumer, leaving the commercial obligations of the parties intact.
What a business should do. Carriers of petroleum products should take into account the window until December 31, 2026 when planning flights, but not transfer it to other cargoes: the moratorium applies only to the three mentioned types of fuel. At the same time, no one has canceled the requirements for weight and dimensions, only the supervision procedure has been removed; responsibility for the condition of the roadway and the safety of transportation remains. Forwarders should clarify whether the relief applies to a specific cargo according to the documents before changing the loading scheme.
