On September 1, 2026, a package of amendments to the transport legislation concerning highways and toll roads came into force.
The main thing for carriers is a list of travel information. Toll road owners are now required to create a fixed set of information for each fact of travel: the state registration number of the car, the date, time and place of travel, a unique identifier and photo identification. According to the Ministry of Transport, this will allow drivers to receive information about trips and pay debts through the Gosuslugi portal.
The mechanism is not new in fact, but it used to work precisely. Since September 2024, the Ministry of Transport, together with Avtodor and the Ministry of Finance, has made it possible to pay for travel along the Central Ring Road and M-12 Vostok through Gosuslugi: the user linked the car number in his personal account, and travel data appeared there during the day. According to the Ministry of Finance, more than five million fare payments on highways with a barrier-free toll collection system have passed through the portal.
The second set of changes concerns road organizations. The procedure for preparing reports on the results of road diagnostics has been fixed: they include route parameters, photo fixation and repair recommendations. The Ministry of Transport explains this by the need to more effectively control the formation and use of road funds. At the same time, the qualification requirements for specialists responsible for traffic management have been updated.
The applied conclusion is the same for the transport company, and it fits in with another September change: foreign carriers with outstanding debts for toll roads have been denied border crossings since September 1. Transparent travel accounting and an understandable debt repayment channel cease to be a convenience and become a condition of work.
What to do in the park. Link the state numbers of all cars to your personal account at Gosuslugi and appoint a person responsible for regular reconciliation of charges. Introduce a weekly debt check rule instead of responding to notifications. And save payment confirmations: in case of a dispute about travel, photo recording works both ways.
