Resolution No. 1444 was signed on October 31, one day before the expiration of a similar ban imposed by Resolution No. 488 of April 29, 2026. The government did not amend the current document, but adopted an independent regulatory act that entered into force on November 1. The restrictions will be in effect until the end of April 2027.
The ban covers four EAEU HS codes. The appendix to the resolution stipulates that when applying the list, both the code and the product name must be taken into account at the same time. All devices classified according to the listed codes are not automatically subject to the restriction. The purpose of the equipment remains to ensure the reception and transmission of signals through foreign satellite systems. Specific manufacturers, trademarks, and names of satellite groupings are not specified in the document.
The key condition for the ban is the absence of a decision by the State Commission on Radio Frequencies (SCR) on the allocation of radio frequency bands. If there is such a solution, import is not prohibited. However, the presence of the decision of the State Emergency Committee does not cancel out other requirements for the import of electronic equipment established by the legislation of the EAEU and Russia.
The legal basis is articles 29 and 47 of the Treaty on the Eurasian Economic Union, which allow restrictive trade measures for security reasons. It is the protection of national security that is named in the decree as the purpose of the ban.
The risks for importers are significantly higher than with a standard administrative violation. By Decree No. 488 of April 2026, satellite terminals and similar equipment are included in the list of strategically important goods and resources approved by Decree of the Government of the Russian Federation No. 923 of September 13, 2012. The list is used for the purposes of Article 226.1 of the Criminal Code of the Russian Federation — smuggling of strategically important goods. The cost of over 100 thousand rubles is recognized as a large size for this category. The qualification of a particular case depends on the composition of the offense, but the very fact that the equipment is classified as strategically important goods transfers the customs risk to the criminal legal plane.
Importers working with satellite and telecommunication equipment need to check before making delivery: whether the product falls under the four HS codes from the annex to Resolution No. 1444, whether it is intended for communication with foreign satellites, and whether there is a valid decision on the allocation of frequencies. The absence of the latter, if the first two criteria coincide, makes import illegal until April 30, 2027.
