The Russian government has expanded the grounds for refusing to issue labeling codes to manufacturers. Resolution No. 1413 of 10/27/2026 grants the system operator the right to verify the accuracy of information about the type of participant and the method of putting goods into circulation — remotely or on site. The regulations will enter into force on December 29, 2026.

Decree of the Government of the Russian Federation dated 10/27/2026 No. 1413 amends the current rules for labeling several product groups at once. The document is published on the Official Internet portal of legal information.

The labeling system operator gets the right to evaluate manufacturers to confirm the accuracy of information about the type of participant in the turnover of goods and the method of putting goods into circulation. Monitoring can be remote or involve visiting the actual production site.

When deciding on departure, the operator sends a notification to the manufacturer. Within five working days from the date of its dispatch, the manufacturer is obliged to send a consent for the visit. The absence of such consent becomes an independent basis for refusing to issue codes.

The second reason is to identify signs of a lack of real production during monitoring. The resolution fixes a specific list of parameters to be checked within the framework of monitoring separately: the operator checks both the documentary base and the actual condition of the production site.

An appeal procedure is provided for manufacturers who disagree with the operator's conclusions. The mechanism of protection of interests is included in the amendments as a mandatory element.

For market participants working under the contract production scheme or placing orders at third-party facilities, the new regulations create an additional risk: if the operator does not confirm the reality of the production process, labeling codes will not be issued, which means that the goods will not be able to legally enter into circulation. Importers who register in the system as manufacturers to simplify the entry of goods will be directly affected by the new rules.

The amendments will enter into force on December 29, 2026. Before this date, manufacturers should check the correctness of the status in the labeling system and the readiness of the production site for a possible operator visit.
