Alta-Soft publishes a monthly digest of regulations that will come into force in the coming days. The digest for the period July 1-5, 2026 includes three blocks of changes that directly affect the practice of customs clearance.
Changes to classifiers for filling out product declarations
Classifiers are the normative reference books used when filling out the DT. They contain codes for the type of transport, container type, units of measurement, delivery conditions, type of customs document, and other parameters. When updating classifiers, applicants must use the new values in the data submitted after the effective date.
In practice, this means: if a customs broker or an internal declarant works according to templates or automated systems, update the directories in the software used by July 1. The submission of data with outdated codes from classifiers after July 1 may lead to an error in the format control and delay the release of goods.
Changes to the SPOT: notifications for traceable goods from the EAEU
This is the most significant change from a practical point of view. Until July 1, when importing traceable goods from the EAEU countries, notification to the SPOT was submitted in accordance with the general procedure — in fact, as for any other product. Starting from July 1, a notification for traceable goods is issued according to special regulations: the link to the traceability system is indicated through the batch registration number (RNPT).
For companies importing refrigerators, washing machines, monitors, baby strollers, forklifts and other items from the list of traceable items from Belarus, Kazakhstan, Kyrgyzstan and Armenia, the change is immediate. The notification process is changing, and it will not be possible to work according to the old algorithm from July 1.
New rates of duties on printing inks
The decision of the Board of the EEC No. 43 dated 04/07/2026 sets the rates of import customs duties for certain types of printing inks that have received new independent commodity subheadings in the Customs Code of the EAEU. This is a highly specialized change, but for participants in the market of printing materials and consumables for printing houses, there is a direct change in the cost of imports from July 1.
What to do before June 30th
Declarants and brokers: update the classifier directories in the software packages used (Alta-GTD, VLSI, Taxom, and others). Importers of traceable goods from the EAEU should request confirmation from the customs broker that they are ready for the new SPOT notification procedure. Importers of printing inks should clarify whether the imported products fall under the modified subheadings and recalculate customs duties.
