Decree of the Government of the Russian Federation dated 08/24/2026 No. 1071 approved the regulation on federal state control over compliance with the requirements of technical regulations, GOST standards and other acts for industrial products. The regulation comes into force on September 1, 2026 and applies to manufacturers, representatives of foreign manufacturers and sellers.
The list of supervised products is given in appendices No. 1 and No. 2 to the regulation and includes over 300 items with EAEU HS codes. It includes vehicles and their components, construction and utility vehicles, tractors and trailers, electrical appliances — kitchen, lighting, microclimatic, sanitary, play and acoustic, building mixes and mortars, pipes, taps, heating radiators and convectors, thermal insulation materials, cables and electrical equipment, equipment for children's playgrounds, as well as methanol and methanol-containing liquids.
Supervision is carried out by Rosstandart and its territorial bodies. The main regime is prevention: warnings, preventive visits and other measures to prevent violations. Control measures, including monitoring procurement and on-site inspection, are carried out when information about harm has been received, risk indicators have been triggered, and on other grounds from section V of the regulation. The regulation does not provide for planned measures.
Each surveillance facility is assigned one of three risk categories: high, medium, or low. The category is upgraded according to the criteria from Appendix No. 3, among which the suspension or termination of the declaration or certificate for products by Rosaccreditation is explicitly mentioned.
For the importer, this combination means that the risk is no longer abstract. The problem with the permit document used to concern a specific batch, now it changes the status of the company in the control system and increases the likelihood of monitoring purchases for any item in the assortment.
Before September 1, it is worth going through three points. Compare the assortment with appendices No. 1 and No. 2 according to HS codes — the list is wide, and getting into it often comes as a surprise to those who carry components and materials rather than finished products. Check the status of all valid declarations and certificates in the Rosaccreditation registry, including documents issued by contractors. To put in order the evidence base for compliance: test reports, technical documentation, a conformity assessment scheme — it will be requested during the control event.
