The rates are divided into two levels for each category of devices: reduced — if there is information about the trademark and model in the state monitoring system for labeling, and increased — if there is none. Rates of 500 and 992 rubles per unit, respectively, are offered for portable computers weighing up to 10 kg (laptops and similar devices). Smartphones — 250 and 496 rubles. Wired telephones with a wireless handset — 100 and 198 rubles. Devices for cellular and other wireless networks — 50 and 100 rubles. Other telephones from the list are 25 and 49 rubles.
The maximum fee established by law is 5,000 rubles per unit or unit from the product group. The proposed rates are significantly below this ceiling, however, with large import volumes, the cumulative load will be significant.
At the first stage, the list includes five items of electronic products for which mandatory labeling is already in effect. Legal entities and individual entrepreneurs are required to pay the fee when importing goods from the list to Russia, as well as when manufacturing them on the territory of the country, the continental shelf or in the exclusive economic zone.
The bids are not final until the order is approved. The public discussion of the project ends on October 9, 2026 — market participants have the opportunity to send comments.
In practice, the fee creates a double incentive for importers: to register trademarks and models in the labeling system in a timely manner. A company that imports 10,000 smartphones without registered information will pay 4,960,000 rubles instead of 2,500,000 rubles — the difference will be almost 2.5 million rubles for only one batch.
Importers and manufacturers of electronics should compare their own EAEU HS and OKPD 2 codes with the draft list, check the relevance of information about trademarks and models in the labeling system and include new costs in the financial model. The technological fee will require separate accounting and tax accounting as a mandatory non-tax payment.
