The Ministry of Economic Development is interviewing businesses about barriers in the EAEU services market
The survey covers companies that already provide services or perform work in Armenia, Belarus, Kazakhstan and Kyrgyzstan, as well as those who are just considering entering these markets. There are three sets of issues: the types of services that companies provide or plan to provide; specific obstacles to entry into the market and in the process of work; assessment of the EAEU Single Market of Services.
The EAEU Single Market of services operates in certain sectors and provides for national and most-favored-nation treatment for suppliers from the member States. In the prescribed cases, the regime allows you to work without additional establishment of a legal entity, and also involves the recognition of permits, licenses and professional qualification documents obtained by the service provider on the territory of its state.
A separate focus in the study is on financial and time costs. The survey authors want to understand which barriers most strongly affect the costs of companies, the timing of entry into the market and the decision to work in a particular country. This will allow problems to be ranked according to the actual damage to the business, rather than according to formal criteria.
The results of the study may have direct practical consequences for service exporters. Proposals for removing barriers based on the collected data will be submitted to regulators. Companies that participate in the survey get the opportunity to convey their position to those who form the rules of work in the EAEU.
Entering the service markets of the Union States remains difficult even if there is a single legal space. Differences in law enforcement, requirements for a local presence, and the non-recognition of individual Russian licenses in practice create costs that are difficult to account for in advance. Collecting systematic data from businesses is the first step towards making these costs subject to interstate regulation.
Russian companies of any size and industry affiliation can participate in the survey if their activities are related to the provision of services or work in the "five" countries. The link to the questionnaire is posted on the website of the Ministry of Economic Development.
