The government has extended nine labeling experiments until February 28, 2027, ranging from auto parts and heating devices to medical devices and pyrotechnics. Resolution No. 1113 comes into force today, September 8. It's about pilots, not about postponing mandatory labeling: the difference is fundamental.

By Decree of the Government of the Russian Federation dated 08/31/2026 No. 1113, the terms of nine experiments on labeling goods have been extended. For eight of them, the end date is postponed from August 31, 2026 to February 28, 2027. For medical devices, the second stage of the experiment is extended to this date. The document was published on August 31 and will enter into force on September 8, 2026.

The directions cover a significant part of the industrial and consumer nomenclature: auto parts, heating appliances, household goods, medical products, pipe, fire and pyrotechnic products, cable-wire and fiber-optic products, as well as the placement of a machine-readable code on a federal special brand for alcohol strength up to 9%.

By a separate document, Decree No. 1099 dated 08/28/2026, the experiment on labeling semi—finished products and frozen products in consumer packaging was extended until February 28, 2027. The deadline for participants to complete the tests and submit reports has been extended until February 20, 2027. The list of products has been expanded to include frozen fish, young cheeses and cottage cheese, animal intestines and stomachs, ice cream, as well as mineral and carbonated water.

The key thing for the importer to understand is that the extension concerns pilot projects, not the timing of mandatory labeling. The dates of mandatory application of codes and transmission of information on these groups are determined by separate acts and are not shifted automatically.

The practical value of the experiment lies precisely in this window. Participation is voluntary, the codes are free at this stage, and the company gets the opportunity to debug the process in real batches: applying, reading at acceptance, transferring information to the system, and integrating with the accounting system. Companies that go through this path in advance enter the mandatory mode with a customized outline, rather than with a stream of errors in the first week.

What should importers and distributors of the listed groups do? Check if the item falls into one of the nine pilots. If so, join and spend six months debugging, rather than waiting. If a mandatory marking date has already been set for the group, check it separately: the pilot's extension does not cancel it.
