Federal Law No. 289 "On Certain Issues of Regulating the Platform Economy in the Russian Federation" dated July 31, 2025, entered into force on October 1, 2026. It covers all platforms with professional sellers — not only Wildberries and Ozon, but also classifieds, including Avito.
The specific mechanism is as follows: if the product requires permits or labeling, the seller must provide confirmation before placing an ad with Avito Delivery. It will not be possible to place such a product with delivery without completed information about documents or labeling.
"Verification will take place according to your INN from the profile on Avito — if the INN is in the appropriate system (Honest Sign / GIIS DMDK), the verification is considered successful," the platform said.
Avito will verify the registration of sellers in the Honest Sign system — for those who sell goods with mandatory labeling by means of identification, and in GIIS DMDK — for jewelry sellers. The verification of old ads will take place gradually.
One of the sharp conflicts of the law is the position of craftsmen and artisans. The law does not prohibit making, for example, five toys at home. It is no longer possible to sell them through Avito without conformity confirmation documents if the product falls into a category that requires such confirmation. In professional communities, craftsmen are already discussing options for processing documents for products of their own production.
For sellers who work with imported goods or sell products through several channels at the same time, the new rules mean the unification of requirements across the entire perimeter of online commerce. If the documents for the product have already been issued for work on marketplaces, they can also be used for Avito. If not, you will have to go through the conformity assessment procedure separately.
The line between classifieds and marketplaces is de facto blurring: the platform, which for decades positioned itself as a bulletin board, now operates under the same regulatory rules as the country's largest trading platforms. Sellers who have not yet registered with Honest Sign or GIIS DMDK should do so before the platform gets to check their old ads.
