Minister of Industry and Trade Anton Alikhanov presented the parameters of the industry development at the plenary session of the Bioprom Forum in Gelendzhik. The base indicator from which the doubling of exports is calculated is not disclosed in the department's materials, as is the share of export revenue in the target volume of products sold.
The volume of products sold using high-tech technologies in the field of bioeconomics is expected to reach 1 billion rubles by 2030. The potential volume of the domestic market in the same area is planned to exceed 700 billion rubles. The gap between the two figures indicates that the bulk of demand will be covered by domestic production and import substitution, rather than export supplies.
The technological independence of the industry is a separate target indicator. By 2030, its level in terms of bioeconomics products should reach 40%. Currently, the industry depends on foreign technologies and components, and this guideline sets a minimum localization threshold that the government considers acceptable.
The regulatory framework will receive a major update. The Ministry of Industry and Trade plans to develop and update 95 standards in the field of bioeconomics. Without standardization, access to foreign markets is difficult: trading partners, including the BRICS countries, impose requirements for product conformity assessment, and the lack of recognized standards becomes a non-tariff barrier.
For exporters working or planning to enter the biotechnology markets, the 2030 horizon means several practical consequences. Government support for the industry is likely to be accompanied by subsidies, preferential loans and certification preferences — specific tools were not disclosed in the presentation of the Ministry of Industry and Trade. The parallel growth of the domestic market to 700 billion rubles creates the basis for scaling up production, which can then be exported.
A separate issue is the geography of export supplies. The target markets were not named in the materials of the forum, but the context of the course towards technological independence and the development of cooperation with BRICS partners suggests that China, India and African countries will remain priorities. Participants in foreign economic activity specializing in biotechnological products should monitor the emergence of specific export support programs — they should follow the strategic guidelines of the Ministry of Industry and Trade.
