The largest players in the digital economy, including platforms such as Yandex, Ozon and Wildberries, are working to create a charter that will become the basis for self-regulation of the industry. This was announced by Alexander Vilinov, Deputy Head of the Expert Department of the President of Russia. The initiative is being developed as part of the work of the Association of Digital Platforms, which unites the largest representatives of e-commerce. According to the participants, the draft charter can be submitted before December 1, 2025. The new document is expected to help improve internal processes and improve the quality of services provided to sellers and buyers on the platforms.

At the same time, the Association of e-Commerce Companies believes that the system of self-regulation in the industry is already well developed. However, additional measures, especially in the form of a formalized document, can contribute to more transparent and ethical business conduct.

Experts note that such steps allow market participants to determine the rules of the game themselves without excessive government interference, which is especially important in the rapidly developing field of e-commerce. The Charter will become a tool capable of balancing the interests of both the platforms themselves and consumers, regulating issues such as the quality of service, the responsibility of sellers, returns of goods, personal data protection and the integrity of algorithms.

The draft is currently under approval, and the discussion of its provisions is ongoing. Once approved, the document can become a reference model of self-regulation for all digital commerce in Russia and serve as an example for other sectors of the economy.
