Decree of the Government of the Russian Federation dated 06/08/2026 No. 709 amends the regulation on the national product traceability system. The amendments affect importers who purchase traceable goods in the EAEU member States using the Confirmation of Waiting for Delivery (SPOT) system.
Until October 1, such companies submitted an import notification to the Federal Tax Service, on the basis of which the tax service assigned the batch registration number (RNPT). After the changes take effect, the import notification for SPOT shipments goes away. Instead, the importer sends a document about the upcoming delivery of goods — a DPP. The Federal Tax Service is obliged to assign the RPT no later than the next calendar day and transfer it to the turnover participant in electronic form through the electronic document management operator.
If, after receiving the DPP, the actual quantity or value of the goods turns out to be less than the declared amount, the importer submits an import notification for each DPP separately — no later than the next business day after the discrepancies are identified. The same rule applies in case of delivery failure: a correction notification is sent no later than the next business day from the moment it became clear that the goods would not be accepted for accounting.
The order for off-SPOT deliveries remains the same. Goods that are transported by rail or air transport without being linked to this system are still processed through an import notification.
The implementation of the changes is divided into two stages. Sending receipts using the new format will start on October 1, 2026. The Federal Tax Service will start receiving correction information later, starting from December 1, 2026. The two-month gap between the stages gives companies time to work out the basic flow of DPP before the adjustments functionality is added.
In practice, this means reviewing the document flow route within the company: where the import notification was previously prepared, now it is necessary to create a DPP and monitor discrepancies in quantity and cost. Companies that work with several RNPTs within the same batch should set up separate accounting for adjustments for each number in advance, otherwise it will be difficult to meet the one—day deadline for submitting notifications in case of discrepancies.
