The order of the Ministry of Industry and Trade of Russia dated 08/04/2026 No. 3917 amended the department's order dated 09/10/2024 No. 4114. The validity period of the list of products for which the provisions of the Decree of the Government of the Russian Federation dated 12.03.2022 No. 353 on the specifics of licensing activities do not apply has been extended until September 1, 2027.
The construction here is two-layered, and confusion in it costs importers money.
Resolution No. 353 is a set of anti—crisis simplifications: simplified conformity assessment, deferrals, and the ability to import products based on third-party permits. By Decree of the Government of the Russian Federation No. 867 dated 07/10/2026, most of these measures were extended until March 1 or September 1, 2027, depending on the specific relief.
List No. 4114 works in the opposite direction. This is a list of exceptions: products with the specified EAEU HS codes, for which simplifications do not apply. It includes certain types of household and electronic appliances, electrical equipment, communications equipment, industrial equipment, tools, products for children, and a number of other categories subject to mandatory conformity assessment under the EAEU technical regulations. Since August 10, 2026, these goods have been allocated to a separate group by the new paragraph 41 of Appendix No. 18 to Resolution No. 353.
Without an extension, the list would expire on September 1, 2026, and the legal picture for these goods would become uncertain. Now both parts of the structure have the same horizon.
What should the importer do? Check your HS codes according to the current version of the list No. 4114 — according to the version taking into account order No. 3917, and not according to the 2024 version. If the goods are on the list, prepare the original permits for presentation to customs and do not rely on third-party documents. If the product is not on the list, specify in the regulations what simplifications the company uses and until what date each of them is valid: the deadlines for different measures vary, some end on March 1, 2027, some end on September 1.
