Since June 1, large businesses have been importing without an advance payment

Since June 1, 2026, the largest taxpayers, tax monitoring companies, marketplaces and authorized economic operators have been granted the right to import goods without making an advance customs payment. Payment is made upon the issue of the customs declaration, not before it. At the same time, AEO received new operational rights: to split up shipments, sort and label goods in warehouses without approval from customs.

From the beginning of May to June 3, the Rosselkhoznadzor gradually closed imports from Armenia: first flowers, then tomatoes, cucumbers, peppers, herbs, strawberries, then stone fruits and grapes, followed by pome crops, eggplants, potatoes, dried fruits. Since June 1, fish certification has been suspended. The bans are in effect "until the development of a secure shipping algorithm." In fact, the Armenian fruit and vegetable channel to Russia is completely closed.

In the first quarter of 2026, shipments of goods from Chinese marketplaces to Russia increased 3.6 times, from $500 million to $1.8 billion year—on-year. The total trade turnover between Russia and China increased by 14.8% to $61 billion over the same period. The Russian market has become one of the main destinations for Chinese online platforms.

SPOT from July 1: cargo from the EAEU will not enter Russia without a QR code

From July 1, 2026, the import of goods from Belarus, Kazakhstan, Armenia and Kyrgyzstan by road will be possible only if there is a QR code of the SPOT system. The test mode has been running since April 6. Violations are being recorded, but the shipments are still being allowed through.
