The CTU clarified the procedure for processing goods imported from Kazakhstan and Kyrgyzstan under Decree No. 778. Temporary import without supporting documents and labeling is allowed until December 10, 2025, subject to the established requirements.

The Central Customs Administration (CTU) has published clarifications on the procedure for processing goods imported from Kazakhstan and Kyrgyzstan to Russia, in accordance with Presidential Decree No. 778 dated October 24, 2025. The document regulates the temporary customs control procedure and is valid until December 10, 2025.

According to the decree, before the specified date, it is allowed to import goods by road without documents confirming their status as EAEU products, as well as without mandatory labeling, provided that a number of requirements are met.

The carrier, on behalf of the Russian recipient legal entity, must send a written notification to the customs authority confirming the obligation to declare the goods within the prescribed period. Customs authorities register notifications in the format:
____________/______________/ M____/Y__________.

The recipients of the goods are required to place the products in temporary storage warehouses, mark them and submit a declaration of goods (DT) by December 27, 2025.

When filling out the declaration, you must specify:

  • Column 7 contains the "NVT" code;
  • Column 44 contains the number and date of the Decree of the President of the Russian Federation, as well as the registration number of the notification (for example: 09999/0 24102025 No. 778 and 09999/0 10503000/261025/M03/U000005).
