Starting from September 1, 2026, the procedure for fulfilling extended producer responsibility for importers has changed. Decree of the Government of the Russian Federation dated 05/30/2026 No. 650 established that in the period from September 1, 2026 to September 1, 2027, the environmental fee is paid until the goods are released by the customs authorities.
The rules apply to participants in the experiment on accounting for goods and packaging imported from non-EAEU member states.
The mechanism's history explains why businesses are wary of it. The experiment on paying the eco-fee before graduation took place from September 1, 2024 to December 31, 2025. Then the scheme was suspended: importers returned to the general procedure and paid the fee until April 15 of the year following the reporting year, on a par with Russian manufacturers. The advance payment is now refunded.
The difference for the company is measured not by the rate, but by the time. On an annual basis, the fee is calculated based on the actual volume of imports over the past period, and the money goes out once. When paying before release, the payment is linked to each batch: funds are withdrawn from circulation at the registration stage and are not returned if the product is not sold.
The order of values should be presented in advance. According to calculations by industry services, for medium-sized shipments, the fee is about 12 thousand rubles, about 4 rubles per unit of product, while the bulk of the amount is provided by the product itself, not the packaging. Starting in 2027, the entire mass will be counted by package instead of a 75% share, and the payment for this part will increase by about a third even without changing the rates.
What should the importer do this week? Recalculate the budget of customs payments for each nearest shipment, taking into account the eco—collection - it is now on a par with duty and VAT. To clarify with the broker which documents confirm the payment on the issue and at what time to submit them. Check whether your goods and packaging are included in the list from Resolution No. 2414, and calculate the recycling standards by their groups. And include an increase in packaging payments in the next year's model.
