Federal Law No. 289-FZ of July 31, 2025 obliged sellers to place a link in the card to an entry about the certificate or declaration in the Russian or Union register of the EAEU. For products subject to state registration, provide a link to the record of the state registration certificate. If labeling requirements apply to the product, the card additionally provides information about their implementation.
The law does not introduce certification of the entire range of marketplaces. The need for a certificate, declaration, or certificate of state registration is still determined by the EAEU technical regulations and Russian requirements for a specific product category. Mandatory conformity assessment is provided for many types of children's products, clothing, shoes, and electrical equipment. The specific form of the document depends on the product category and the applicable regulations.
The marketplace verifies the information in the card through government systems and registries. The card is allowed to be placed only after a positive verification result. If the product requires mandatory confirmation of conformity, and the seller has not provided the information required by law, the operator must refuse to place it.
A transition period has been set for cards published before October 1, 2026: marketplaces must verify them within 180 days from the effective date of the verification rules. The verification procedure is fixed by the Decree of the Government of the Russian Federation dated July 2, 2026 No. 821.
For importers selling through Russian sites, the change creates an additional administrative control boundary. Goods that have been imported and cleared will not be available for sale until the card has been checked in the registers. Sellers should check the assortment in advance with the requirements of technical regulations, check the validity period of certificates and declarations and the relevance of the data in the cards.
Products with mandatory labeling require special attention. Checking certificates and declarations is not enough for it: it is also necessary to verify the registration by product group, the cashier's settings and the data in the labeling system. Cards with errors in this part will also not pass operator verification.
