Finished meat products have been included in the mandatory labeling scheme since August 1. The requirement applies to ready—made and canned meat products, meat offal and blood. Sausages, pates, culinary meat products and canned food fall into this group.
The obligation arises from the one who introduces the product into circulation. For a domestic manufacturer, this is the moment of release from the site, for an importer, it is the moment of import. The importer must apply the codes before submitting the customs declaration: goods without means of identification cannot be put into circulation, which means they cannot be sold in Russia.
The technical contour consists of three elements. Registration of a participant in the Honest Sign system with an indication of the places of activity. Ordering and applying Data Matrix codes to each unit of consumer packaging. Transfer of information about application and commissioning through electronic document management.
For importers of the meat group, this adds an operation outside of Russia. The codes are ordered in the Russian system, transferred to a foreign manufacturer, or applied in a warehouse abroad or in a customs warehouse before release. Each scheme changes the timing and cost of logistics, and the choice must be made before the next shipment.
The meat group is integrated into the overall labeling expansion schedule. From March 1, cookies, waffles, marmalade and pastes went under the codes, from May 1 — cakes and pastry rolls, from July 1 — chocolate, caramel and chewing gum. Starting from September 1, individual retail accounting will be introduced for a number of groups.
What to do. Check whether the nomenclature is included in the list according to HS and OKPD2 codes. Register in the system and indicate the place of business, if this has not already been done. To coordinate with the supplier the scheme of application of codes and to lay additional leverage in terms of delivery. Set up the transfer of information through the EDI and conduct a test launch before the first commercial batch.
