The idea of creating a government dispute resolution mechanism between sellers and marketplaces has been discussed for several years. The traditional ways — a complaint to the Federal Antimonopoly Service or a statement of claim to the court — require significant time and financial resources, which made them irrational for most small disputes about a delay in payment of several thousand rubles.
The test service through Public Services was created as a simplified tool: a few clicks in your personal account and the complaint is registered with a timestamp. The platform receives a notification and must respond.
What the month of testing showed
The complaint statistics for June will be the basis for a decision on a permanent regime. If complaints were actively filed and the platforms responded, the mechanism will prove its functionality. If the activity is low, the pilot can be extended in a limited mode or reviewed.
The key category is "delayed payment for a cancelled order" — the only one of the three that directly concerns sellers, not buyers. Delays in payments from Wildberries in the first half of 2026 were one of the most frequent complaints on professional forums.
What will happen from July 1st
The test period has ended, but this does not mean that the service will be closed or automatically switched to permanent mode. Regulators must make a decision. There are two possible scenarios: the expansion of the service on an ongoing basis and to all categories of disputes, which will become part of the implementation of the marketplace law starting in October. Or an extension of the pilot with an expanded selection of sites.
How does this relate to the Marketplace Law
The Marketplace Law, which comes into force in October 2026, sets standards for the timing of payments to sellers and the responsibility of platforms for unjustified blocking. The Public Services Complaints Service is a potential law enforcement mechanism: a recorded complaint becomes proof of a violation of the law.
