Government Decree No. 1279 of 01.10.2026 establishes a list of criteria that must be met by the operator of an electronic platform applying to participate in public procurement of educational organizations. It is impossible to work with this segment without being included in the list approved by the government.
The legal basis is the updated part 79 of Article 112 of the Law on the contract system (44-FZ dated 05.04.2013). According to it, in the period up to September 30, 2028, kindergartens, schools and colleges have the right to purchase goods on sites operated by non-public business companies that comply with the requirements of the law on the platform economy (289-FZ dated 07/31/2025).
The selection procedure is started immediately. By October 5, 2026, the Ministry of Finance is required to post a list of documents required for submitting an application in the unified information system in the field of public procurement. Acceptance of documents from site operators will last until November 2. Based on the results of the audit, the government will form and approve the final list of approved marketplaces.
For electronic platforms working with consumer goods, a stable sales channel with a government buyer is being opened. There are tens of thousands of educational organizations in the country, from federal universities to municipal kindergartens. The volume of their purchase demand for office supplies, furniture, equipment, and supplies forms a significant market segment.
However, entry into it is limited by its organizational and legal form: it is non-public business companies that must be the operators of the sites. Public companies are not subject to the rule. This narrows down the range of applicants and actually sets the market structure for the transition period until the end of September 2028.
Sellers who place products on marketplaces should monitor whether their site is included in the government list: this directly affects access to government orders through the usual sales channel. The nearest guideline is for the Ministry of Finance to publish a list of required documents by October 5, 2026.
