The decree of the President of Belarus has been published on the National Legal Internet Portal. The registry will start operating on April 1, 2027, and the five—month window for registration will close on September 1, 2027. After this date, legal entities and individual entrepreneurs providing freight forwarding services without an entry in the registry will lose the right to work legally.
Inclusion in the registry will cost 10 basic units, and each subsequent change in information will cost 1 basic unit. In 2026, the base value in Belarus is 45 Belarusian rubles; the amount for 2027 has not yet been set, since the indexation takes place on January 1 of each year.
Three conditions must be met to register. First, the head of a legal entity or sole proprietor should not have an outstanding or outstanding criminal record for economic crimes or extremist crimes. Secondly— legal entities are required to employ employees whose main job under an employment contract is to find contractors to provide freight forwarding services. Third, the company must use information systems and resources located on the territory of Belarus and registered in the state registers of information systems or resources.
An additional condition for maintaining the status in the register is to involve only carriers with market access and only those forwarders who themselves are listed in the register. Violation of this requirement may result in suspension of registration. Data on services rendered will have to be stored for at least three years, with mandatory access to the Transport Inspectorate and other government agencies upon request.
Postal operators, organizations working in the interests of defense and security, pipeline transport operators, as well as those who perform exclusively loading and unloading operations under a transportation contract are exempt from registration.
The final version of the decree differs significantly from the draft submitted for public discussion in the spring of 2025. At that time, it was planned to oblige freight forwarders to keep monthly records of services through the registry, to employ certified logistics specialists (and the requirement also applied to sole proprietors), and for those working with the railway to own railway rolling stock and deposit 7,500 base units into the account of the Belarusian Railway. After discussions with the business, all these conditions disappeared from the final text.
For participants of foreign economic activity using Belarusian forwarders in supply chains, the register means the appearance of a new criterion when choosing a partner: from September 2027, a counterparty without an entry in the register will not be able to formally provide services. Russian freight forwarders went through a similar procedure earlier and with a shorter transition period — their Belarusian colleagues have five months from the moment the register was opened until the mandatory requirements set in.
