Decree of the Government of the Russian Federation No. 1203 of September 21, 2026 supplements the previously valid Act No. 2240 of December 7, 2022, which established import duties for certain goods from unfriendly states that differ from the rates of the EAEU Single Customs Tariff. The new rate will enter into force seven days after the official publication and will be applied until December 31, 2027 inclusive.
Dietary supplements in consumer packaging marked by means of identification according to the rules of the Decree of the Government of the Russian Federation dated May 31, 2023 No. 886 are subject to the duty. The document explicitly stipulates: when applying the rate, it is necessary to take into account both the HS code and the product name. A single code match 2106 90 980 8 is not enough — the products must also match the description given in the new tariff item. It is incorrect to apply the duty to the entire range of food products classified by the same code based solely on the code number.
The country of origin is named as the criterion for applying the bid. Hungary and Slovakia are exempt from this 35% rate - exclusion does not mean full exemption from customs duties on other grounds.
For importers, the practical consequences are determined by the assortment: the country of origin of each product, its classification and compliance with the description in the resolution. The scale of the increase in import costs will depend on what rate was applied to a particular product before.
It is impossible to predict an increase in retail prices by the same 35% on the basis of a single decree. The duty is only a part of the total cost of the supply and sale of goods: the final price is influenced by the purchase price, exchange rate, logistics and margins of participants in the trade chain.
Importers working with dietary supplements from unfriendly countries should check the country of origin of each item, its classification according to HS and compliance with the description from Resolution No. 1203 before the document enters into force.
