The free trade Agreement between the EAEU countries and the UAE will become effective on October 6, 2026. The document establishes a preferential trade regime for more than 85% of the items in the product range and forms a framework for further expansion of trade and economic cooperation.
The Emirates have long ceased to be just a transit point for Russian business. Settlements, re-exports, purchases of electronics and equipment are carried out through them, trading companies are opened there to work with Asian suppliers. So far, all this turnover has been carried out at the general rates of the Single Customs Tariff. Since October, a significant part of the nomenclature has been going under the privilege.
The technical outline is assembled in advance. The EEC Board has already added the codes of tariff preferences for the UAE to the Classifier of Benefits for Customs payments, the very directory from which the declarant takes the value when filling out the declaration. The new codes become operational on August 22, that is, one and a half months before the start of the agreement itself.
The Emirates are in the same package with other destinations. The interim trade agreement with Mongolia entered into force on July 22, Indonesia is on the way, negotiations with India and Pakistan are continuing. Deputy Prime Minister Alexei Overchuk estimated the total market of the countries already open to the EAEU on preferential terms at 380 million people.
What a business should do. Raise your nomenclature and compare the HS codes with the list of items subject to preferences: where the rate is reset or reduced, the supply economy changes, and this affects the choice of supplier and route. To work out the proof of origin separately, the benefit works only with a correctly issued certificate, the requirements for which are set by the agreement itself. It makes sense to structure contracts for delivery in the fourth quarter for the date of October 6.
