Technological fee is a new non-tax payment introduced by Federal Law No. 425-FZ dated 11/28/2025. Payers: legal entities and sole proprietors who import or manufacture electronics according to a list approved by the Government. Individuals, resellers and manufacturers from the EAEU countries (Belarus, Kazakhstan, Kyrgyzstan, Armenia) are not subject to the fee.
"The postponement of the start date for the collection of technological fees is carried out in connection with the proposals of industry associations," the press service of the Ministry of Finance reported. At the same time, the ministry noted that the projected standards will give the government "the opportunity to flexibly respond to possible challenges" in conditions of high uncertainty in the global economy.
What and how much
The rates are fixed: laptop — 500 rubles, smartphone — 250 rubles, wired phone with wireless handset — 100 rubles. The maximum for any position is 5,000 rubles per unit. The rates are linked to the EAEU HS codes for imports and to OKPD 2 for Russian production.
The first stage, starting on December 1, covers finished products: smartphones, laptops, tablets, televisions, monitors, consumer and industrial electronics, and automotive electronics. The second stage — components: chips, processors, controllers, boards — the dates will be determined separately.
Exceptions: electronics for the state defense order, goods produced in the EAEU, resale of already imported goods within Russia.
What will happen to the prices
The Ministry of Finance forecasts a price increase of no more than 1%. Market participants give different estimates: 3-6% in the expensive segment. The difference is explained by the multiplier effect: the fee is also subject to VAT, then the distributor's margin and logistics are imposed on it. In the budget segment of laptops up to 50,000 rubles — where the buyer is price—sensitive - demand cooling is likely.
A separate risk is an early price increase before December 1. Retailers and importers traditionally set future costs in advance, insuring against the transition period. It is likely that part of the market will begin to recoup the December fee as early as October–November, especially in corporate procurement, where budgets are formed quarterly.
Benefits for those working with the registry of the Ministry of Industry and Trade
Companies whose products are included in the register of Russian industrial products of the Ministry of Industry and Trade (Government Decree No. 719) will be entitled to fee compensation, priority in public procurement and access to state support measures. This requires sufficient localization of production. Until December 1, check the compliance with the criteria of the Ministry of Industry and Trade.
For importers without localization: by December 1, evaluate the list of imported items according to HS, calculate the new cost price, taking into account the fee and VAT on it, and review prices in contracts with customers that have not yet been closed.
