New rules for freight forwarders came into force on September 1, 2025: storing transportation data in Russia and providing round-the-clock remote access to them by the FSB.

On September 1, 2025, Government Decree No. 1317 came into force in Russia, regulating the procedure for storing and providing information by freight forwarders. The document approves new rules that oblige companies to ensure the safety of transportation data and provide them with remote round-the-clock access at the request of special services.

According to the decree, the freight forwarder must store on the territory of Russia all information about concluded freight forwarding contracts, including information about shippers, consignees, involved carriers, cargo characteristics, delivery routes and vehicles used. This information must be kept for at least three years from the date of signing the contract.

A separate paragraph of the rules stipulates that when conducting operational search activities, the FSB should be able to have round-the-clock remote access to relevant information storage sources. Thus, the state strengthens control over the logistics sector and ensures transparency in the work of forwarding companies.

The document also outlines the procedure for assessing compliance with the new requirements. The forwarder is obliged to build the storage system in such a way as to exclude unauthorized access by third parties. In practice, this means that companies must invest in the creation and maintenance of secure data centers and IT infrastructure in Russia.

Experts note that the new rules will increase the burden on freight forwarding companies, but at the same time will help standardize processes and strengthen confidence in the Russian freight transportation system. The authorities emphasize that these measures are aimed at ensuring information security and protecting national interests.
