SPOT has been in effect since June 1, 2025 — its main purpose is to counteract gray imports. Combining with an Honest Sign will expand the system's capabilities: Russian agencies will receive a tool for tracking specific marked positions directly at the moment of crossing the border with the countries of the Eurasian Economic Union.
The initiative comes from the office of Deputy Prime Minister Dmitry Grigorenko and continues its policy of consistently bringing the Honest Mark closer to other government platforms for product turnover control. To date, about 20 government information systems have already been linked to the labeling system.
"Labeling is a digital identifier, in fact, a digital passport for each product, each unit of goods," Dmitry Grigorenko explained.
In addition to confirming the legality of the origin of the products, labeling provides access to the permits for it. This is what makes integration with SPOT a logical step: customs and supervisory authorities will be able to verify not only the fact of import, but also the full package of accompanying documents for each commodity unit.
The Center for the Development of Advanced Technologies, the operator of the Fair Sign, emphasized that priority in expanding the system is given to socially significant markets with a high proportion of counterfeit goods. It is significant that initiatives to reach new categories often come from the business itself, which is interested in protecting against unfair competition.
Statistics confirm the effectiveness of the approach. Since the launch of mandatory labeling, the share of illegal trafficking in the covered categories has decreased from 24.7% to 7.6%. The legal introduction of products into circulation increased: in light industry — by 90%, in footwear — by 50%, in tobacco products — by 23%.
For importers of labelled goods from the EAEU countries, the integration of the two systems forms a new operational reality. Each shipment crossing the border will be automatically compared with the data of the Fair Sign — discrepancies between the declared and actually imported items will become visible to the regulatory authorities without additional checks. Companies working with labeled categories should check in advance the correctness of the labeling codes and the completeness of the permits for each product unit.
