New national standards will come into force on September 1, 2026. They cover the production of construction and food products, household and recreational goods, including children's products. GOSTs in the field of protection of water bodies and control of greenhouse gas emissions come into force as a separate block.
The date coincides with the start of the federal state control over compliance with mandatory requirements for industrial products by Decree of the Government of the Russian Federation dated 08/24/2026 No. 1071. At the same time, the requirements themselves and the regime of supervision over their compliance are changing.
For the importer, the mechanics are as follows. The declaration of conformity and the certificate contain references to the specific standards that were tested. If the standard is replaced by a new edition, the tests and their protocols remain linked to the previous document. Formally, this does not terminate the validity of the authorization document, but during the control event, the inspector checks the actual characteristics of the products with the current requirements, and the discrepancy becomes the reason for the proceedings.
An additional layer of risk is added by the combination with risk categories. According to the provision from Resolution No. 1071, the suspension or termination of the declaration or certificate by Rosaccreditation increases the risk category of the supervised object. That is, the problem with one document affects the likelihood of inspections across the entire range of the company.
Three groups are the most sensitive. Building materials — standards for them are updated frequently, and the distributor's range is usually wide. Food products — where labeling and packaging requirements are added to the standards. Children's products are the toughest control zone, where claims arise the fastest.
What to do in the first week of September. Download a list of all valid declarations and certificates, indicating the standards they refer to. Check each standard with the status as of September 1: valid, replaced, cancelled. For those that have been replaced, request an assessment from the testing laboratory as to whether a retest is required or whether updating the document is sufficient. And fix this procedure as a regular one: standard updates are released several times a year, and a one-time reconciliation closes the issue only until the next package.
