Starting from September 1, 2026, certain types of perfumes and cosmetics are subject to mandatory labeling through the Honest Sign system: perfumes, toilet water, deodorants, skin care products of a number of categories. The regulatory act has been signed. The deadline is three months away. Unmarked leftovers cannot be sold after September 1, either at retail or on marketplaces.

The "Fair Sign" labeling for perfumes is not the first wave. Tobacco, milk, shoes, clothes, medicines — all this has already been labeled. Perfumes and cosmetics are next in line. The deadline is September 1, 2026.

What falls under the label

The specific list of products is determined by HS and OKPD2 codes. According to the data alta.ru perfumes and toilet water (HS code 3303), deodorants (3307), skin care products of a number of categories (3304), hair styling products (3305) fall under mandatory labeling.

Important clarification: "individual species" is not the entire category. Companies with a wide range of products need to go through position by position and determine which SKUs fall under the requirement.

How the process works for the importer

When importing from abroad, the labeling codes must be ordered in advance - before the goods are imported. The procedure is to register in the Honest Sign system (if not already), order the codes for each item, apply them (independently or through the labeling service), and indicate the fact of labeling when submitting the customs declaration.

If the product has already been imported and is in stock without labeling, label it before September 1. There is no marking on September 1 = it cannot be sold, shipped to the marketplace, or sold through retail.

What's going on with the marketplaces

Wildberries and Ozon have been automatically blocking unlabeled product cards for a number of categories since June 1. Starting from September 1, this list will expand to include perfumery and cosmetics items. The marketplace does not check documents manually — the system is integrated with the Honest Sign database. If there is no code, the card is blocked automatically.

Three steps until September 1st

The first is to undergo an audit of the assortment according to HS codes — to determine which items fall under the requirement. The second option is to connect to the "Honest Sign" and order codes for all products from the list. The third option is to label the warehouse leftovers and integrate the order of codes into the standard import process so that all subsequent shipments arrive labeled.

Three months is a sufficient period if there is a plan. Without a plan, it's usually a month and a half of last-minute work.
