The essence of the simplified regime is simple: the applicant draws up a declaration of conformity based on his own evidence, without waiting for a full cycle of laboratory tests before putting the product on the market. After the publication of the declaration and the start of sales, the company has up to six months to actually confirm the product's compliance with the requirements of the EAEU technical regulations or Russian legislation.
The resolution amends two key appendices to the basic document No. 353 dated 12.03.2022: Appendix No. 17 "Specifics of accreditation in the national accreditation system" and Appendix No. 18 "Specifics of conformity assessment of products put into circulation in the Russian Federation". Both applications affect not only deadlines, but also procedures — certification schemes, the procedure for importing product samples for testing, and the rules for extending existing documents.
A one—year extension is good news for businesses in the short term, but it does not negate the main thing: full-fledged confirmation of compliance remains a mandatory step, just postponed in time. Companies that use the simplified regime as a permanent practice without subsequent confirmation through laboratory tests accumulate risk — when checking Rospotrebnadzor or Rosaccreditation, the absence of a final confirmation of compliance within six months after the publication of the declaration becomes a direct reason for suspending the document.
For importers planning to launch new product categories in 2026-2027: the simplified regime remains an affordable tool for quick entry into the market, but the schedule for full-fledged certification for the next six months after each launch should be planned in advance, and not postponed until the moment of verification.
