Decree of the Government of the Russian Federation dated 07/10/2026 No. 867 amended Resolution No. 353 on the specifics of licensing activities. The document entered into force on July 10 and solves two tasks at once.
The first is an extension. For most imported products, temporary simplifications remain in place until September 1, 2027. Companies will still be able to issue declarations of conformity based on their own evidence, without mandatory testing in an accredited laboratory, apply a simplified labeling procedure and import goods according to the current temporary rules. A separate amendment has been made to Appendix No. 17: the transition period for the inclusion of audit experts in the unified state register remains until March 1, 2027.
The second task is to narrow the perimeter. The main innovation is contained in the new paragraph 41 of Appendix No. 18. For products included in the list of exceptions of the Ministry of Industry and Trade, a significant part of the simplifications ceases to apply 30 days after publication — from August 10, 2026.
The list includes certain types of household and electronic appliances, electrical equipment, communications equipment, industrial equipment, tools, products for children, and certain types of machines. That is, mass-market import groups.
What exactly is closed for these goods: the use of other people's conformity assessment documents without confirmation of the right, the application of the EAC marking in the importer's own warehouse after import, as well as the previous procedure for preparing permits before submitting a declaration for goods.
You need to navigate by the HS code — the descriptions in the list are given for ease of navigation, the code has legal significance. Importers should run their nomenclature through the current version of the Ministry of Industry and Trade list and divide it into two parts: the one that remains in a simplified mode until September 2027, and the one that requires a regular scheme with an accredited laboratory starting from August 10. The second category requires recalculation of the deadlines and budget for certification, and it is more reasonable to carry out the batches scheduled for the end of August according to the documents in advance.
